The Croatian RegTech startup, Identity Consortium, designed and implemented a digital platform for ID wallets as part of a pilot project in Bosnia and Herzegovina. This platform will be available to citizens upon completion of the third phase. The development of the platform is being supported by the Delegation of the European Union in Bosnia and Herzegovina and the Government of the Republic of Germany. It is expected to be in use in the first half of 2025.
The project “Innovation and digitization of small and medium-sized enterprises in Bosnia and Herzegovina” (EU4DigitalSME), funded by the European Union and the Government of the Republic of Germany, is being implemented by the Agency for Identification Documents, Registers, and Data Exchange of Bosnia and Herzegovina (IDDEEA BIH), in cooperation with GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH). Funds from this project were secured for the pilot project “IDDEEA Digital Identity Platform,” which laid the foundation for developing, implementing, and using the digital ID wallet for all citizens of Bosnia and Herzegovina.
Emina Zejnilović Zebić (Advisor for the EU Funding Programs in the Cabinet of the Director at IDDEEA), Donald Prohaska (Senior Advisor at GIZ), Robert Ilijaš (CEO of Identyum), Almir Badnjević (Director of IDDEEA), Emir Glogić (CEO of Adverta Pro)
As part of this pilot project, in collaboration with the company Adverta Pro d.o.o., Identity Consortium, the startup behind the digital identity solution Identyum, is responsible for creating a unique identity management platform. This platform, consisting of a backend system and a mobile application, will enable the citizens of Bosnia and Herzegovina to create and use a digital identity for various purposes, such as identification, authentication for both public and private services, and digitally signing documents. By doing so, Identyum will ensure Bosnia and Herzegovina complies with the latest European regulations, thereby facilitating its integration into the European digital ecosystem.
Almir Badnjević, PhD, Director of IDDEEA BiH, comments: “The Agency’s primary focus is on digital transformation and achieving sustainable development goals within the context of Bosnia and Herzegovina’s accession to the European Union. Our objective is to improve our operations and services in line with the law, international standards, and the needs of citizens. The establishment of a digital ID wallet through this pilot project represents a crucial step towards modernizing our services and significantly enhancing citizens’ interaction with government institutions and the private sector. Furthermore, ensuring compliance with the latest European regulations positions Bosnia and Herzegovina on the path to faster integration into the European digital economy, providing our citizens access to numerous new opportunities and services previously available only in European Union countries. Collaboration with Adverta Pro and Identyum through GIZ enables us to confidently step into this new era of digitalization, knowing that our data is secure and that the services we provide to citizens are reliable, efficient, and in line with the highest standards.”
Robert Ilijaš, CEO of Identyum, adds: “By implementing our software solution, Bosnia and Herzegovina will establish the essential national infrastructure required for its full digital transformation. This will enable remote, automated, and legally valid electronic identification and authentication of citizens, as well as the functionality of legally valid remote electronic document signing. As a result, Bosnia and Herzegovina will skip several developmental phases that EU countries have already undergone and will immediately join advanced EU countries that are currently working on implementing their national ID wallets.”
Robert Ilijaš, CEO of Identyum
Emir Glogić, CEO of Adverta Pro d.o.o: “As part of this project, the company Adverta Pro, in collaboration with the Croatian company Identyum, plays a vital role in the digital transformation of Bosnia and Herzegovina. This collaboration is significant as it will facilitate the development of a unique platform for managing digital identities. This platform will provide citizens of Bosnia and Herzegovina with secure and easy electronic identification, authentication, and digital signing of documents for both public and private services. The partnership with Identyum will enable Bosnia and Herzegovina to utilize modern technological solutions, improving the quality of services for citizens, enhancing security and efficiency in managing digital identities, and accelerating the integration process into the European Union.”
